Policy 1.0.0: Oversight and Management of LioNet Policies

       The operation and management of the Luminis LioNet portal, known as LioNet, is governed by a set of policies designed to address the broad reaching and dynamic nature of the portal. The policies are managed by the Intranet Strategy Committee, which operates under the Information Technology Services (ITS) division of Missouri Southern State University. The Director of ITS along with the Administrative Computing Committee grant authority to the Intranet Strategy Committee to create, disseminate, maintain, and enforce LioNet policy.


Procedure 1.1.0: Management of Policies

      The policies and procedures governing the LioNet portal will be managed and disseminated according to the following schedules:


Procedure 1.1.1: Review of Policies

       The LioNet policies and procedures will be reviewed during the spring semester with the review completed by the end of the semester. Changes to policy and procedure as a result of this review process will be enacted after the completion of the spring semester. The policies will be reviewed by either the entire Intranet Strategy Committee or a sub-committee as appointed by the chair of the Intranet Strategy Committee. Proposed changes or additions will be reviewed and approved by a majority (51%) vote of the Intranet Strategy Committee. Policies and procedures that are approved by a majority vote of the Intranet Strategy committee will take effect immediately unless noted otherwise in the proposed policy or procedure. Revised policies and/or procedures will not be applied retroactively.


Procedure 1.1.2: Additions and Deletions to Policies

       Policies or procedures may be added to or deleted from the LioNet policies at times other than the annual review period. Changes may occur during the year due to upgrades or updates of technologies, emerging issues in the field of technology, or immediate needs that must be addressed through policy or procedure. Proposed changes or additions will be reviewed and approved by a majority (51%) vote of the Intranet Strategy Committee. Policies and procedures that are approved by a majority vote of the Intranet Strategy Committee will take effect immediately unless noted otherwise in the proposed policy or procedure. Revised policies and/or procedures will not be applied retroactively.


Procedure 1.1.3: Dissemination of LioNet Policies and Procedures

       LioNet policies and procedures will be made available through a hyperlink on the MSSU ITS website and the LioNet portal. The hyperlink on the portal will be placed on the login page of the portal. Written and electronic copies of the policies and procedures will also be made available upon request to the chair of the Intranet Strategy Committee.

      All individuals who request and are granted content rights (group leaders, group administrators, channel administrators, etc.) will sign an acknowledgement that they have read and understood the LioNet policies and procedures.

Policy 2.0.0: Authority to Enforce LioNet Policies and Procedures

       The authority to enforce the LioNet policies and procedures is granted by the Vice President for Business Affairs through the Director of ITS. Both technical and academic issues are covered by these policies and procedures. The LioNet policies cover all individuals (student, faculty, staff, etc.) with an active user identification name and password.

       These policies will also be applied to any individual, with or without a valid user identification, who knowingly and maliciously attempts to manipulate or harm the LioNet portal or any legitimate user of the portal. The policies and procedures will be enforced following the processes listed in the appropriate related procedure section.

Policy 3.0.0: User Roles

       An official LioNet user is defined as any individual who has been issued a user name and password by Missouri Southern State University. The University, through the Administrative Computing Committee, grants user status to individuals defined as being associated with the University through a particular role or roles.

       Users may be assigned multiple roles if they hold more than one status with the University (e.g. one individual = faculty member, student, alum). Additional roles may be requested and granted, at the discretion of the University, as related to the performance of an individual’s official University position.

Policy 4.0.0: Acceptable Use of the LioNet Portal

       The LioNet portal is provided to the University community to promote and support student success. The portal will be used to support Missouri Southern State University’s mission. The portal will primarily be used to conduct the official business of the University. Every aspect of the LioNet portal will first and foremost be governed by the University’s Computer Acceptable Use Policy.

Policy 5.0.0: Tab and Channel Ownership and Administration

       The authority to grant LioNet tab and channel ownership and administration remains with the Intranet Strategy Committee of the Information Technology Services Department. The Intranet Strategy Committee reserves the right to approve or deny a request for a tab or channel according to the procedures outlined in Section 5.1.0. Content that is appropriate for LioNet is content that is specifically intended for Missouri Southern State University-affiliated users. By contrast, content that is appropriate for the general MSSU website is content that conveys the public image of the University and is intended to reach a broad audience including non-University affiliated markets.
       All content must meet the naming conventions established by the Information Technology Services (ITS) Department, Acceptable Use Policy of the ITS Department, United States copy right laws, and comply with the State of Missouri Information Technology Accessibility Standards (MO HB 201).


Procedure 5.1.0 Requesting Placement of Content on a Tab or the Creation of a Channel

       A request to place content (words, images, other links) should be made by filling out a request form located on the ITS website. The request for content will be reviewed by the Intranet Strategy Committee. If the request is approved, a member of the Committee will work with the requester to place the content on a tab or channel of the portal. The requester is responsible for meeting all of the criteria listed in Procedure 5.3.0.

       Content on the login page will be limited to LioNet content administration, system information, policies, and tutorial information.

       If the Intranet Strategy Committee denies the request for content on a tab or channel, the requester may appeal the decision by following the steps outlined in Policy 10.0.0.


Procedure 5.2.0 Developing Content

       When a request for content on the home tab or for a channel has been approved, the requester will work with a member of the Committee to develop and launch the content. The requester, unless a member of the Committee, will not be granted administrative rights to directly place content on LioNet. All content must first be developed on the test server. Once the content meets the specification of the requester, the content will be moved to the live LioNet site.
       In the event that the content developer and the requester cannot agree on the formulation of the content, the proposed content will be reviewed by the Intranet Strategy Committee, who will have final say over the production issue. The requester may choose to withdraw his or her content at any time.


Procedure 5.3.0 Time Sensitive Content

Any content that contains time sensitive or dependent information, for example:

  • information containing a specific date and/or time, or

  • information about a specific event (e.g. Spring Fling), or

  • information that is time sensitive (e.g. class cancelled due to weather), or

  • an image that is seasonal (e.g. winter snowscape of campus),

must set a date when the content will expire. The requester must then choose to provide follow up content or instruct the Committee member to completely remove the content/channel when it has expired. The requester or Committee member has five (5) working days from the specific date of the event to change or remove the content. In the case of visual imagery, the requester is expected to change images as appropriate to the season.


Procedure 5.4.0: Review of the Login Page, Tabs, and Channels

       The home page and all channels will be reviewed at least annually by the Intranet Strategy Committee. The chair of the committee may choose to convene a review committee more frequently as deemed necessary.

Policy 6.0.0: Content Monitoring

Policy 6.0.0: Content Monitoring

       All content that is placed on the LioNet portal is considered the property or under the domain of Missouri Southern State University. The University retains the right to edit, remove, replace, or change content as deemed appropriate by the Intranet Strategy Committee. The authority to monitor content is granted to the Intranet Strategy Committee by the Director of Information Technology Services. Content will be monitored in terms of its compliance with the Acceptable Use standards, United States copyright laws, and comply with the State of Missouri Information Technology Accessibility Standards (MO HB 201).


Procedure 6.1.0: Monitoring of Content

       Content will be monitored on an on going basis. Two members of the Intranet Strategy Committee will be assigned to monitor a set of channels which reside on the default tabs. The committee member who was involved in the creation of the content will not be assigned to monitor the tab/channel that he or she created. The My LioNet tab will not be monitored.


Procedure 6.2.0: Content Problems

If a content monitor identifies content that he or she deems inappropriate, the monitor will follow one of the following procedures:


Procedure 6.2.1: Minor Violations

       Minor Violations: If content is deemed to be in minor violation (not offensive to the community at large) of established policies, then the content requester and content creator will be notified of the problem by the chair of the Intranet Strategy Committee.
       The chair will explain the problem, relate it to the policy that it violates, and suggest solutions. The content requester and creator will have five (5) working days to correct the problem. The content will remain active on the LioNet site during this time period. If the problem is not fixed within five (5) working days, on the sixth (6) day, the Intranet Strategy Committee chair will remove the content from the LioNet portal.


Procedure 6.2.2: Major Violations

       Major Violations: If the content is deemed to be a major violation (offensive to the community at large) of established policies then the content monitor may refer the problem to the Intranet Strategy Committee chair for immediate action. The committee chair may choose to immediately remove the content from the LioNet portal or convene the Intranet Strategy Committee for review of the content.
       The content requester/creator may be asked to explain to the committee, in writing, why he or she deems the content appropriate for the portal. If the committee believes, by majority vote (51%) that the content is inappropriate, the content will be removed effective immediately. The requester/creator may file a grievance following the process outlined in Policy 10.0.0.


Procedure 6.3.0: Repeated Violations

       Content requesters/creators who repeatedly and knowingly violate established LioNet policies may lose their ability to place content on the portal. Individuals who repeatedly violate policies will have their access rights reviewed by the Intranet Strategy Committee.
